A police chief committed suicide when he couldn't catch this group of criminals—and they're still at large!

For two years in the mid '80s, a group of criminals terrorized food companies in Japan. This group referred to themselves as 'The Monster with 21 Faces.'

Some of their crimes included kidnapping the president of a candy company, poisoning product lines, destruction of property, and extortion.

During their crime spree, the group also publically taunted the police. They would send menacing letters with a mocking tone, poking at the police's inability to catch them.

Twice, the police set up a sting to nab the criminal, but both times were unsuccessful. One police superintendent was so distraught over his department's short-comings, that he decided to commit suicide by setting himself on fire.

After the suicide of the superintendent, 'The Monster with 21 Faces' wrote a letter to publically announce they were retiring from crime. They still remain at large today.
